Here's the deal. TW seems free to do what they want in your community, but they are not. There is federal legislation that requires adequate competition in a region for cable TV. If there isn't adequate competition, the company cannot charge any higher to you than they charge to consumers in a location with many options (such as NYC). If you really feel they are in breach of the monopoly laws, you should contact your local politicians and complain.
