White stuff found in gummy worms?

So my mom got me a pack of gummy worms from walmart, "Trolli sour brite crawlers" to be exact. so i was eating them then i noticed this white stuff in the packet. I"m 100% sure this is not the sour powder that is supposed to be on the worms but its more like in clumps that toilet paper get into when wet then dried....kinda wierd. Has this ever happened to anyone else...do ya know what it is....can/sould i eat the rest of the gummy worms?
