Job offer salary negotiation?

I got 4k less than what i had asked for, could i ask them to meet me at halfway? I got the offer on friday Im planning on calling today to talk about some things. also would asking for a signing bonus be appropriate? this is my first full-time non internship job so i want to make sure im maximizing my potential here
