Why are nations that are run by Caucasians so quickly restored from atrocities, yet others are not?

Europe has been bombarded with war, plague, countless other atrocities, yet have tended always continued to bounce back. The US and Canada are the same. Yet nations in Africa, Asia, South America, Mid-East, and a few others have more resources and find it so difficult. I know we are all equal, correct? Why is this? May someone give me a well thought out answer please? This is puzzling since All peoples have had struggles and have harmed one another but now things are fairly peaceful (besides terrorisim).
